In the Options Window we see that DATA SETUP, CASS, PRESORT PREP is priced by the 1,000's.  Other options are priced by the Hour or by Each.

This is priced at $10.00 per 1,000.  Setup Charge is $20.00, Quantity / Hour is 100,000.  The Minimum Price is $30.00.  So the first 3,000 just meets the minimum.

The price is not related to stock.  (Later we will look at one item that is)  It is not an Outside Purchase, and it is not taxable.  A Discount Factor Table is used to lower the price with quantity.
